Paying twice for Street Lighting
We have lived in our property over 2 years and we are wondering why we have to pay cash for the street lighting (no receipts given) every time we top up the water card at the Lapta Belediyesi? We are already charged for the street lighting by KibTek on our electric bills. Does anyone know why we and others in our area are paying twice?
We previously lived in Girne for 10 years and this 'double payment' was not applicable there.

Are you sure that this is for lighting on your bill you should have an amount for cleaning( bin collection) and health( house inspection for vermin etc)there is no provision on the bill for street lights

There is certainly no charge at Lapta Belediye for street lighting. Kibtek took over the charges for street lighting some long time ago as the Belediyes never paid Kibtek!

Keith - you have got it.
Some of my neighbours have been paying this 'extra' charge for many years without query. I was told at the Lapta Office last week that I was 2 months overdue with the street lighting charge so a fine was added. For 3 months, with fine, I Paid about TL60. As I said before I only top up the water about every 3 months. This is quarterly charge so if everyone is paying in the Lapta/Karsiyaka areas then a lot of money is being made by someone!
Question - If you have a well and do not have to top up a water card how would you know about the charge and what would the fines be? I suspect this would only rear it's head when the property is sold.
My gripe is that I could not get a receipt so just where is the money going?

I regularly top my card at the Karsiyaka office and always get a receipt.
The water cost is 6TL per tonne.
Occasionally they add a cost for Health (Saglik) which can vary between 7 and 8 TL - if it has not already been taken out of my account by Direct Debit.
They never ask for cash for anything.
There has never been charges for street lighting for a couple of years or so.
Ask Mr Tolga on the help desk for an explanation.

13roman58. I do get a receipt for the water but NOT for the extra payment of street lightning. The guy behind the desk (a young man with a speech impediment) appears to be reading the amount payable plus any fines for street lighting from his PC. I do not pay any of these bills by dIrect debit. As I have said before my neighbours have been paying this additional charge for several years.

Sounds like you are paying at the Karsiyaka office. I pay there and do not pay extra for street lighting. Whereabouts in the village do you live? Maybe this has something to do with it? I would go to the main Lapta office with an old bill and query it there.

Everyone has to pay the normal 'Property Tax' (1TL per annun per sq meter of covered area plus 20% surcharge if you have a pool) and also a monthly bill for 'Council Services' to cover Cleaning, Environmental Health / Pest Control, Rubbish collection, and whatever else they can think ofmoneypenny5 wrote:Keith - you have got it.

The next time that you're asked to pay, I would ask for a detailed printout so that you can see what it is that you are paying for - it may be that you are not actually paying for Street Lighting, but are paying for the other items that I mentioned. The 'young man' may not know the English for the other items

Ahmet - the young man who has palsy and comes from Camlibel always explains what the charges are for and all are itemised on the printout. That is my experience, and that of others who have posted. Refuse to pay for anything unless you get a receipt. Pop up to Mr Namsoy's office with Keith Caley, barge in and demand an explanation!
