Does anyone have an email or telephone number which can be used to report street lights which are out?

I don't know, but as payment for street lighting is itemised/included in your Kibtek bill, I would assume that either Kibtek or the belediyese where you live (but have not specified) are the people to contact - try your nearest belediyese branch; they will know!
