Can see where you're coming from but seems as good a solution as they are going to come up with.
In a perfect world you would pass your test and then think I'll shell out for another couple of lessons to learn the different skills needed to drive on motorways.
In reality after paying for your lessons and getting your licence you think how different can it be, sod that I'm not paying out anymore.
Surely it isn't beyond the government to insist the car manufacturers limit the cars to a maximum of say 80 or 90 mph considering the speed limit is 70?
Putting speed cameras on has raised money but has taken police cars off the road and basically keeps you to 70 on the bits of the motorway with cameras on

I think it is a great idea. When I passed my test at 17 years of age, then went onto a motorway for the first time, I basically stopped to give way to a car joining the motorway on the left access road. Luckily there were no cars behind me at the time and I learned a very good lesson without causing injury, but would have preferred to have learned how to drive on motorways as part of my driving lessons. Driving on motorways for first time can be very daunting.

Adopt the system used in Germany. First aid test, must pass. Lessons on normal roads, motorways, at night, inclement weather and a stiff theory test before the actual test is taken.
