It is possible the Ministry of Transport have already moved all their car-related payments' desks to the former-CTA building about 30 metres in front ... either way, you should use the car park in TomSteel's directions.
Please tell us which of the two buildings they are currently using.

Don't go in the car park, it's a nightmare. Just park on the road on the one-way system and walk a hundred yards to the entrance. Just pull over before the long row of buildings on the left.

By the way, if you're taking your driving test for the first time, then you have to go to another building ... but I presume you already have a UK driving license.
