I think there is a Kapnos shuttle bus from the bus station in Nicosia at the top of Ledra Street that goes to Paphos airport for just a few Euros. Certainly you can get it from Paphos airport to Nicosia.

The bus from Nicosia is €15 but it goes from the Kapnos shuttle station which is on the B1 which leads on to A1, passing Ikea. You can get a bus from the station at top of Ledra Street to Kapnos bus station. http://www.cyprusbybus.com/RouteDetails.aspx?id=251&t=2
