Having tried for years I can say without fear of being wrong - nobody in Government at this time! It depends who you talk to and what you need, I understand it is possible but on the other hand it is still going through Government or has been suspended as they are looking at something different. I have now given up because I don't have enough years left to succeed, governments loss of income on this type of thing is staggering.

It is sad because lots of people here actually want to "Belong" but it seems the government is happy to have nobody else becoming a permanent resident and I can not really understand why. It would be very simple for them to apply the same rules as the EU, after all it is already laid out for them, just another wheel reinvention?

This might give some information, but as Waddo said it is difficult, and to be honest, I do not know if anyone has been successful in obtaining a White Card.

Must add a bit here as well. It seems that if you work here and pay your social then it becomes a lot easier. If you are retired here then you just don't seem to count unless you have lots of capital - lots of people have it or so they say, lol.
