There are many factors which could affect the speed your provider gives you, if using a VPN.
If the IP speed is between 10Mbps-1Gbps, providing a you are using a vpn server close to your location, you may not see any difference in speed.
If the vpn server is some distance it could mean as much as 10-20% with a slow speed provider.
The location of what you are looking at/for, could also be affected from its source, and the route it takes to you (via the vpn) , rather than the actual vpn.
The encryption protocol that the vpn uses is also a factor to consider
Try checking your speeds with and without a vpn and see if there is any difference.
