It's not written anywhere as to how the footage was released, but apparently the disturbing incident happened about a month ago and has been circulating on social media.
In the second report (below), also in today's TRNC press, Deputy Prime Minister, Kudret Özersay, condemned the violence, saying that an investigation into the actions of those responsible was started soon after the incident. He added that such images could seriously damage the reputuation of North Cyprus.

The police have just issued a press release about the incident. Apparently, it happened on June 13th. According to the police, the man was severely intoxicated, and complained that his mobile phone got wet (how is not clear) on the x-ray belt there. And for that heinous crime he deserves his face being kicked by a custodian of the law? Strange world civilisation has given us! It should be noted though that Özersay is only saying all this now, more than 6 weeks after the incident.
