I am right in thinking that Turkcell increase their top up prices credit each month ?

3 month ago min top up was 30tl.
A few days ago min was 39tl.

Online the minimum is 39TL for 600 units, used it this morning. Last time I topped up online the minimum was 26TL, can't remember how many units that bought.
