Deputy Prime Minister and Minister of Foreign Affairs Kudret Özersay said in a statement on his social media account that restaurant, patisserie, cafe and kiosks employees can start the takeaway and dispatch service starting from May 11, 2020, provided that they have the necessary tests requested by the Ministry of Health.

1) Partial curfew will be lifted as of May 4, while the obligation to wear a mask will continue;
2) Until May 15, the curfew will remain in effect from 21:00 in the evening until 06:00 in the morning;
3) From 06:00 am on 4 May, intercity travel restrictions will be lifted;
4) Beginning on Sunday, May 10, citizens will be allowed to go to the supermarket, butcher, pharmacy and gas station ONLY and go out to the street within the framework of their urgent health needs, and going out on the street will be prohibited.

6) ALL SECTORS AND WORKPLACES THAT EXCEPT the above mentioned sectors and businesses will be able to be opened as of May 4, 2020.
On the other hand, restaurant, patisserie, cafe and kiosks will be able to start the package service (take-out service) and commute pick-up service starting from 11 May 2020 with the REGISTRATION of the necessary tests to be requested by the Ministry of Health.
7) The rules that will be open and the rules according to which sectors will operate will be described in a statement to be published by the Ministry of Economy tomorrow. Workplaces that do not comply with or violate these rules will be closed and / or fined by the Ministry of Labor.
8) In the public sector, it will be possible to work on the basis of rotation in order to comply with the distance rules until May 15, and that the departments that the Ministries will deem necessary will be open and serve. However, during this period, it will be essential for the employees in the risk group to provide services from home and they will be shown the necessary flexibility.
9) These decisions taken by the Council of Ministers were taken on the basis of the current conditions. We would like to emphasize that the conditions in the country, especially if the data in the field of health change, can revise and revise the decisions regarding the workplaces and sectors that will be open or closed.
10) It is not possible to automatically open the sectors and workplaces that will remain closed until 15 May. The decision will be made by looking at the conditions of the country that day. Number 4, seems like now intercity travel is allowed. So you can go to a supermarket, chemist etc. that is not in your district from the 10th May. Until then you are restricted to local shops.

In the article in the paper it talks about further restrictions lifted on the 21st of May whereas in the clarification it talks of the 15th of May. Can't see how that clarifies anything! I'm just confused. We are still only allowed to leave the house for supermaket, bank, pharmacy or health need, so what is the point of restaurants being open for takeaways. Please tell me how that works (not you specifically, Erol).
Travel restrictions are lifted as of the 4th so you can go out.
3) Travel restrictions between districts of TRNC will be lifted starting from 4th May, 06:00.
4) The partial curfew ends on May 4th, except for Sundays beginning on May 10th. Full curfew continues regardless, until May 15th.
Hence, starting from 10 May (Sunday), on Sundays, people will ONLY be allowed to go out to the supermarkets, butchers, pharmacies, and gas stations, and to take care of their urgent health needs. Everything other than these will be not allowed.
My understanding is that 4 refers to Sundays only. As I said above it appears they are trying to restrict the movement on a Sunday when most people will be day off.
Yeah that seems to make most sense. restrictions are for sundays, eased otherwise. Sure it will become clearer and clearer by degrees as time approaches. want to go out on sundays for non essential stuff - get permission. other days do as you like.
Had to stop at the bottom of our road in order to allow 15 cars to pass, so that I could go to Supermarket. Of course they could all have been going to shops, but somehow I doubt it.

Appendix 1: Rules that open workplaces must adhere to all the time
1. All the businesses to open must keep a registry of arrivals. The 1st-last name, 2nd- date and 3rd contact information will be kept and will be meticulously registered on a daily basis.
2. To ensure 2 meters of distancing among the staff working requires the regulation of the number of employees.
3. Hand sanitizer and masks must be provided for working personnel.
4. Hand sanitizer must be available in all workplaces and protect those waiting outside with 2 meters of distancing.
5. Frequent washing of employees’ hands, cleaning of shared areas that are touched (door handle, keyboard, light buttons need to be cleaned frequently)
6. Personnel or visitors with any suspicion of fever and coughs cannot enter the workplace and frequent ventilation of businesses must be carried out.
7. Employees with symptoms (fever, cough, shortness of breath, chronic disease) will not work and will remain at home because they are in a high-risk group.
8. The 2-meter rule will apply to meal breaks, tea, coffee and rest breaks.
9. Those who will go out for distribution in a vehicle will travel with up to 2 people and wear masks. Vehicles will be kept ventilated and air circulation provided.
10. Supervision of businesses will be done by the Ministry of Economy and Energy, Ministry of Labour and Social Security, Ministry of Health and Industry Department Directorate Inspector, and by municipalities. The necessary legal action will be applied to those who do not comply with the rules.
11. Before re-opening, workplaces will ensure the hygiene of the devices that can carry bacteria (air conditioners, heating and cooling systems, etc.) before opening.
12. Contactless temperature thermometers will be used in the workplace.

14. Work environments will be rearranged to increase the distance between staff and customers.
15. Working hours will be set, the social distancing rules will be followed.

Appendix2: Rules to Apply to Ladies and Gents Hairdressers and Beauty Centres
1. Workplace spaces should be cleaned with products containing disinfectant.
2. If products must be used in the workplace, they should be disposable.
The tools used for customers consist of different materials such as metal, wood, plastic, electrical tools.
4. Clean metal materials after each procedure with heat, UV, alcohol type products.
5. Plastic materials should be cleaned after every procedure with UV, alcohol type products.
6. Wooded materials should be cleaned after every procedure with UV, alcohol type products.
Rules that customers must follow
7. Get an appointment for the treatment.
8. Only the person requiring the treatment should go.
9. Take and wear gloves and masks.
Mandatory hygiene rules for employees to follow.

11. After each procedure, the clean the materials and tools used as specified above and carried out in accordance with hygiene rules
12. It is important that seat spaces, social distancing and treatment rooms are kept separate in the workplaces.

Just my opinion of the new offerings.
After the feel-good factor of freedom on the horizon, the Government have added to the list of restrictions announced initially on the 29th. Below is the latest list of areas that will remain closed and what is not allowed from May 4th until May 15th. This list was released in the Official Newspaper of the government where all changes in the law are published. Areas of note are no beaches, swimming pools, home visits or having guests.
