Online car tax payment

Does anyone know what this means.

It means I cannot but why????

It means "Please select your payable debt you want to pay"

On that page showing your tax payable amount there is a checkbox on the left side which you have to click to check.
Once you do this and then click on Make Payment it opens a new window where you enter your card details.
