Never used it before any tips, what is the identity number ? Is it the account number and can I pay someone else's bill.?

You can pay the bill using this link https://faturaode.kibtek.com/?lang=en, click postpaid then enter the 8 digit account number (hesap numarası) from the bill minus the asterisk, on the bill it's shown as *00123456, on the link type 00123456 and click continue. If entered correctly it should confirm name and address for the account, you can then enter the amount you want to pay plus payment card details. I think its easier to use than the app and you can pay anyone's bill provided you have the account number.

Good question - you need to register with Kibtek to get your bills by email and/or text, I get both. I went to the Kibtek office, upstairs, a few years ago to register. You may be able to register via Facebook now (for the app as well) by contacting Kıbrıs Türk Elektrik Kurumu, I've heard they respond quite quickly. The email I get contains a link allowing you to pay the amount on the bill but I pay our bill via the bank and also a neighbour's. I only know the amount of that bill by checking my utility payments via online banking, as they don't get an email/text bill.
