Vodafone have only 'recognised' NC in this way since they have taken away the right to use UK phone allowances. I spoke to a Vodafone sales assistant a couple of months ago , they were trying to sell me a package, and she had to go away to check whether NC was included in their Global Roaming, it wasn't unless I pay a further £6 a day.

Just wait until the "Bubbles" read these posts and try and force Vodafone to change the wording.
