Category C (High Risk Countries)
United States, Brazil, India, UK, Iran, Israel, Sweden, Kazakhstan, Kosovo, Mexico, Egypt, Pakistan, Russia, Turkmenistan and other countries
Condition: All passengers are required to have taken a PCR test with a negative result within 72-120 hours (three, four or five days) prior to their flight. In other words, passengers must have both taken the test and recieved results within 72 hours of the flight. All passengers in this category will undergo a PCR test at Ercan Airport.
These passengers must also comply with the 14-day quarantine fees and conditions. However, as of July 16, 2020, a seven-day quarantine period is required for passengers arriving from the UK. The presence of these passengers in another country for less than 14 days does not eliminate the seven-day quarantine condition.
The following rules apply in all categories.
While calculating the day, it is sufficient to calculate the days from the official recorded date of the test results. There is no need to count the hours.
All passengers must complete and sign the Covid-19 flight information and commitment form. The form can be downloaded from the website of the Ministry of Health.
Transfer of tourists to hotels from the entrance gates is conducted by the relevant hotel authorities. It is mandatory for tourists to comply with the quarantine conditions in the hotel rooms until the results of their second PCR tests are finalized. Hotel officials must monitor these passengers for full compliance with the quarantine conditions, per the Ministry. If contrary actions are determined, criminal proceedings will be initiated within the scope of the relevant articles of the Criminal Code and the Communicable Diseases Law. In addition, police and Ministry of Health officials are authorized to conduct inspections. It is mandatory for passengers staying in private homes to isolate in their homes until PCR test results are obtained and reported to them. Non-compliance with the specified conditions are subject to criminal proceedings initiated within the scope of the relevant articles of the Criminal Code and the Communicable Diseases Law.
I can't find any other reference to being able to isolate in a private residence, or the downloadable form.

Friends were due to fly into RoC on September 1st it didn't look as if that was happening

Are you referring to Bellapais Monastery Village or Bellapais Gardens being closed ?
