Cypriots returning from germany

I'm confused by all the different rules my partner who is Cypriot is returning from Germany after 18 months away , what it the quarantine arrangements and how long is it .

From Ministry of Health 3rd Feb 2021

13 Only TRNC citizens and those who have permanent residence and have been in the United Kingdom, Netherlands, Denmark and South Africa within last 14 days will be allowed to enter the country provided that they will be subject to central quarantine for 14 days.

Seems like it will be 14 days quarantine
Call Health Ministry to double check if TRNC Citizen can arrive from Germany: 0392 228 31 73

Should be fine, and I believe 14 days quarantine is only if you have been in the listed countries within the last 14 days. If she is coming from Germany, and has not been in said countries within the last fourteen days, I believe the quarantine is still 10 days. Has to be paid in advance, and needs a negative PCR test within 72 hours of flying.

Thanks for your replies but still a bit confused it does seem that as she's coming from Germany the quarantine is still 10 days plus as a Cypriot the govt pays for her quarantine so how will this work if she needs to prove quarantine before boarding. Is there a govt official I can contact to verify it please.
