It is just an aerial antenna for a TV buy it on Amazon for £10, which I would recommend for its ability to pull in programmes in weak signal areas.

No, but if you have a reliable internet connection then it is quite easy to get access to all the UK terrestrial channels using a computer attached to your TV and a DNSproxy service.
