Can anyone say if you have a VPN already installed ( in this case a free one) does this one block or deny you getting a second one that you want to purchase installed, probably an easier question is , can you have two vpn’s on the same system..?

You can turn a VPN on when you need it, and turn it off when you don't need it.
You could install a dozen VPNs on a system, and choose which one you wanted to use at any particular moment, although I can't imagine why you would want to turn on two at the same time - in fact I've no idea what would happen if you did!

Unless you have a need to use more than one VPN at any given time (such as on a properly setup network system) - it is not advisable as they more than likely will conflict. In fact some VPN are made to sense if another is switched on, and will hang or stop.
You can install more than one VPN on windows based PC's etc. as long as only one is used at a time. For example, you may have to use a specific VPN for work purposes, and another for private use. Switch one off, before using the other.
I am told that Apple/Ipad machines are not happy about more than one being used/installed on their machines, but Apple owners may know better, and wish to comment.
I have tried some of the free vpn's and found that although they work, the 'ads' can be annoying, and on some i noticed a slight speed reduction. With paid VPN's you get a better service/security and more options.
Do some research and see which company offers the best options for your money, I hope this helps.
