Furring and flaking on ceiling

Help with curing furring /faking on ceiling , this keeps retuning also yellowing, despite scraping and re coating,

gripon is it coming through from above, a flat roof, balcony etc?

Speak to gates. It may be that the iron in the concrete has got damp at some stage and if you simply skim the surface or repaint it, the problem will keep coming back. You can use silicone or damp proof paint but this will just conceal the problem which will get worse. Sounds like you'll need to take the ceiling and or walls down to the iron, treat the iron and allow the concrete to dry out before replastering and painting. It's more of a problem with lock n leave properties due to lack of ventilation but if you're moving here or live here, once treated and done properly you should be OK.
