can't access road tax dept online

Yes it will be, but if you use Chrome, you can have it translated to English.

If you scroll down a little, you will see 3 dual language boxes - you want the left hand one - vehicle operations.

After that, all the choices are given in dual languages.

Tips: -
Put Caps lock ON
Enter a letter P before your passport number (don't leave a space)
The passport must be the one that was current when the vehicle was first registered in YOUR name
Do NOT try to enter your registration date using your keyboard !
Use your mouse pointer to select the calender icon on the right hand side of the date box, and THEN: -
Select the YEAR, then the MONTH, then the DATE - in that order!!!
