I understand this means building.
Is this a fee included in the annual Belediye council tax and what is it for? Does everyone pay this?

Some municipalities put it on their 'water' monthly bill. You can either pay it all in one go before the end of April or in 2 payments , the final payment by the end of September without a fine.

It is collected by your local council and paid to the government.
