If they do not provide the service they will normally have a contact number.
Çatalköy , Ozanköy, edremit, lapta, alsancak and karsiyaka have all helped me make contact with someone or arranged.

I think you will find that ALL Belediye have their own machines. For instance Alsancak has its own well marked office covering Lapta and Alsancak. Same office if you want tankered water delivered.

Can I ask how much people are paying for standard residential septic tank? Both for Belidiye and 'private' service. Çatalköy Belidiye no longer has machines so all are 'private' - often Belidiye workers with their own lorries, doing it in Belidiye work time LOL
