I can only speak for Girne. If you are elsewhere in the north you will need to approach the appropriate Tapu (Land Registry office). In Girne, the Tapu office is close to the state hospital.
To transfer “old style” koçan to new - without amendment - is cheap as chips.

I had mine changed three years ago and it was 25tl. More now of course. Waited around for half an hour or a little more.
