High income residency rent free letter not accepted

I went for my residency appointment today. I have a rent free letter that was accepted last time. This time police said it needed a tax office stamp. I said I don’t pay tax. I live in a relatives house rent free. They still said I needed a stamp. Tax office refused to stamp until I provide birth certificates from my husband and his cousin. As this will be difficult I have decided to get a rental agreement. I won’t be paying rent just the tax every month. Has anyone done a rental agreement recently. I would like to do one for renting a room in the house. Does anyone know how to word such an agreement ? Thanks

You get a pre printed one at the tax office. You just fill in the dates .names etc. There's a minimum price for a room rent. Normally this has to be paid every month. However you could ask to pay a lump sum to save you you going monthly

Ps. Cost me around £85 yearly depending on exchange rate. .
