I doubt you’ll see much, if any, change from £100

Can only agree with ETS, it's very expensive. Either send it by normal post from here or get someone to take it and post in UK for you signed delivery as advised by passport office. Just did the latter and waiting to hear how much it cost as don't want friend being out of pocket.

If it's any help, I put this together after renewing my wife's passport:

8th April filled in details online at overseas passport application page:
https://www.gov.uk/overseas-passports
Chose Turkey as location.
Format for address was:
Name
Karsiyaka
Street name, house No
Girne Mersin 10
Turkey
994410
Took photo using phone and uploaded it.
Paid the fee, including postage back to TRNC via DHL, total £120.86.
Sent old passport to the address provided, with muhtar's letter (no stamps) and colour copy of residency permit.
Did this at Girne post Office, next to law courts. They don't sell envelopes, so bought padded one from Deniz Shop across the road from George pub (18tl)
Needed my name, address and phone number on the back of the envelope.
Sent by tracked delivery (40tl) on 14 Apr.
Tracked all the way to final destination via this website:
http://gonderitakip.gov.ct.tr/
Received email confirming package arrival at UK passport office 25th Apr.
Received email 2nd May saying the application had been approved.
Received email 3rd May saying the new passport had been printed and sent by secure delivery.
Received email 4th May reminding that the passport must be signed on arrival.
WhatsApp message 7th May from DHL with estimated delivery date of 12th May from UK passport.
WhatsApp message from DHL 12th May with estimated delivery date of 15th May for second package from UK passport office.
Two emails from DHL and Passport Office 12th May confirming two shipments (new and old passport separately) are on the way.
WhatsApp message from different DHL number 13th May, confirming package from UK passport office for delivery next day, asking for address. I sent the address plus a dropped pin.
WhatsApp message from DHL 14th May confirming delivery of passport today.
DHL phoned to check our location 14th May. Passport delivered to our home half hour later.
WhatsApp message from DHL 20 May confirming package from UK passport office for delivery next day, asking if the address was the same as for the previous package.
WhatsApp message from a different DHL number 21 May, asking for location pin. Old passport and supporting documents delivered to our home 10 minutes later.
