Try Tiga Trading on the road to the airport. Ask for Hugh- you'll find him very helpful and he'll be able to answer all your questions.

You can buy a car without residency but if you are moving here then you will need to apply for a TRNC driving licence after 3 months, for which you will need residency first. I would also recommend Tiga Trading as your first port of call.

Steveanne, buying a car here is not the same as in UK, many pitfalls to be aware of. A good dealer will help you through them all but remember when you buy the car, you also buy the traffic fines that are outstanding on it - check with the police that the car has no outstanding fines before you finalize the deal!
You do not need residency, you do need to change the name in the "log book" and sometimes you have to pay for that but sometimes you can reach a deal with the seller. You may get a warranty from some dealers but don't hold your breath. Check the car has valid road tax as if not you get to pay all the back tax and the fines. Make sure the engine number is the same as displayed in the log book or you will be in for trouble at the next MOT. Remember that the registration date in the log book (TRNC license number) is taken as the age of the car and not the actual manufactured age of the car - this can have an effect on how much your road tax is.
Don't expect it to happen overnight as everything takes time, but it is fun and so long as you ask the right questions, take it all in your stride and end up with what you want (regardless of price) then buying a car here is easy.
No matter how hard the past, you can always begin again.

Brend,

Don't worry, it's not you - there isn't an English language option!

However, 'Google Translate' makes a fair job of it: -
