Strange number plates?

We were travelling back to Girne last night when all the dignitaries/police etc were going in the opposite direction to the monument for the ceremonies. Amongst the usual government (002 etc) & CD plates there were several D.M. 002/D.M. 008 etc which we have not seen before? Anyone know who owns these cars?
