Car Number Plates

I think I have got the gist of most of the number plates like RHA, 005,z plates for hire T for taxi but does anyone know what the plates in white with a red background and black with a green background mean?

red bg with white text usually starts with TR, meaning temporary and a number which identifies the agent/company importing those cars, they are used while transporting cars from customs to shop for example. Cars can use these plates only for this type of transportation (all of the cars that belong to the same company would have the same plates) and are not roadworthy otherwise. However, you see soem of these cards on the streets, not legal(well this is trnc , usually new-bought cars waiting for official paperwork and proper plates.

Green background cars plates have a small CD on top left and start wirh BE letters (Core Diplomat - BuyukElci), they are political plates and most of them belong to Turkish embassy with a few belonging to other countries (such as british, french, german)
