Who are these people

A couple of days ago I was waiting outside Lapta Belidere when a van pulled up by the side of my car, on the side it said Lapta Beledere Zabita. Two men got out of the van, both in uniform with Zabita on their jackets, one of them had a rifle and a box of bullets in his hand, does anyone know who or what these men are.

Zabita means police especially dealing with buildings construction and sanitation.

Now who has complained too much about the prices in the shops lately??

So maybe the rifle is the new system for ensuring buildings meet the reqirements

they also deal with licences and permits etc, so maybe someone had the gun without a licence!

The Zabita guys don't issue gun permits - the police do this. They do, however, go out and shoot dangerous/out of control dogs so the gun was probably theirs.
