Catalkoy Muhktar Q ?

Does anyine know when the Catalkoy Muhktar is in his office and is open for business ? Been twice now and the office was locked and noone was around. We need letters for our Residency.

Office is normally open from 8-11am if he is not there ask next door in the coffee shop.
