As far as I know there have been no changes to the procedure for applying for a first licence here. You will need your passport and photocopies of the picture page and residency permit page. Your UK licence plus a photocopy of it. 2 Passport size photographs. The initial application has to be made to an office in Lefkosa. If you have found your way to the immigration department there, it is very close. Follow the road road to the right past the imm. office, turn left at the t-junction and the driving licence department is in a building on your right, upstairs. They have the application forms there and staff will (hopefully) help you to fill this in. You cannot get a licence, at the moment, for longer than 3 years as a foreigner. They will tell you how long it will be before you can return and collect the licence. Future renewals can be done in Girne.
As somebody else has mentioned, it might be worth going into the tax office in Girne and checking with them before traipsing off to Lefkosa They also have the forms, the woman on the desk speaks English and you will be able to find out the current cost.

Re: Driving license
Make sure that your photos have a white background, although I am sure the photoshops know this now. When we had our first licence 5 years ago the background was blue, which was fine. Rules have changed, so the photos we had were no good this year at renewal, so we had to get some more done with white background. No probs. I did suggest we just tippex out the blue but to no avail........made them giggle though!
