My next door neighbour is moving back to the UK in the next few weeks. Unfortunately he has become very ill and has had to leave the TRNC for urgent medical treatment and it is not known when or if he will return before the sale of his house is completed. We have agreed that he will sell me his car.
It has been a while since I bought my current car privately and I am unsure of the process. I seem to remember that I was given a form that was partly filled in by the previous owner which I then completed and had it endorsed by my local Muktar.
Can anyone advise if this is this still the correct procedure? and if so, from where can I get the form which I will then get my neighbour to sign back in the UK.

You could be right on the form you had to have.
Do you have power of attorney to sell the car, this is a must to complete the sale.
If not there is very little chance you will be able to complete the transaction without the sale form filled out buy the owner and then notared by a notar.
The other way is get power of attorney from the seller, but this involves contacting the TRNC office in London then sending the document to you so you will be able to finalize the transaction.
I hope this very basic information is of help.

Thanks Karmels, I am buying his car and selling my car afterwards. What I need to know is where I get the correct paperwork. I can complete the necessary form(s) and then send back to my neighbour who is now having cancer treatment in the UK for his signature and passport / kimlik number. not sure if I would need his signature notarised but as we have the same Muktar I am fairly confident that he will sign it for the appropriate fee.

The form should be available at the car tax office.
I think you will need a copy of his passport as well as his part of the form filled in.
You could always ask a notar for the correct information, I use Mr Debreli hows office is behind all the solicitors opposite the law courts, he always fills in the paper work but you both have to be present. He will give you all the information ref changing ownership.

We have bought & sold cars & never used a noter! As long as your neighbour signs as the seller, you sign as the buyer & the muhtar signs you can then take this with your passport copies & the registration document to Lefkosa car tax office.
