Lapta,s solution to stray dogs??????????????

KAR are very sorry to advise residents who live within the above area that they will no longer be able to help with abandoned dogs and/or dogs needing neutering in that area.
This is a decision that has not been taken lightly but it follows Lapta Beledere's decision to take responsibility for the stray dogs in their own boundary area. They now have their own "stray dog control programme" which they have organised and are running with no input/advise or help from KAR. There have been reports that Lapta is collecting dogs in their area, including KAR Tag dogs, and those dogs are never seen again.These reports are unsubstantiated as yet but are too many to ignore. Noone knows what has happened to the collected dogs - but rumours are rife !!!!

By law the local Beledere who are removing stray dogs from the streets have to take them to a safe place for an initial 10 days (during which they should try and find an owner) - after that they should be held for a further 20 days(during which a new home is hoped to be found). After the 30 days the dogs should be neutered, vaccinated and then "live" (somewhere in the B'dere area - compounds are likely) safely for the rest of their days.
There are very strict laws regarding the circumstance under which it is legal for a dog to be put to sleep/killed which the Belederes and vets have to abide by.

KAR hope that you appreciate that it cannot continue to spend time and money to neuter dogs and return them to the streets of Lapta only for them to be "rounded " up and disappear under the programe being run by Lapta Beledere.
All abandoned, dumped and/or stray dogs in the Lapta area should be reported to Lapta Beledere on 0392 8218327 or 0392 8211691. However any such reports to the Beledere may well be dealt with under their "Control programme and the dogs may never be seen again.

KAR appreciate that this decision will impact on the residents and dogs of Lapta but feel that at the moment they have no choice. Residents reporting cases to Lapta Beledere should ask as many questions as possible to try and determine how their reported case will be dealt with.
If any resident has knowledge of any dogs suddenly disappearing or that are collected and removed by Lapta Beledere can they please let KAR know as they are trying to compile a structured and reliable report into the situation in Lapta.

Thanks for that information. It was always going to be something dog-lovers feared might happen once this micro-chipping law came into effect. I feared that they would use it as a pretext for clearing the streets of stray dogs. I bet they don't bother to check whether they are micro-chipped before 'disposing' of them, either.

I've heard that they're building a compound, not good news! Although difficult to know what to believe.

Could KAR confirm that this is what each and every municipality is doing now. In a sense I seethis as being helpful and yet a disadvantage to KAR. Helpful in that it meansw their area of responsibility is shrunk, but disadvantage because they cannot exercise their care as widely as they would like.

There does appear to be compolo9uds in several areas - Lefkosia, Famagust,a but does the new law mean each municipality will have to take ufll responsibility for dog sin its area. Obviously this would work better in some places than others.

Much may well depend on the Mayor and of course the workers, and what indiv idually their attitude is towards animals.

I can confirm that I had a meeting with KAR and yes this is what was told to myself and another lady that came with me,,,,I have been unable to say anything or post anything as was not sure if I should either !

This came up due to our last meeting with the Hope,4 pets group and will be coming up again with further finding at our next meeting September 4th at the Pia Bella Hotel,

I also have an appointment to see someone at the Lapta Belediye next week,

I would also like to add about the neuter and return program that KAR have in place, this is only for Kyrinia and to them they seem to think this is working, That's good,

But try not to fool yourselves that this is or will work in the outside areas ! As this will never happen because no one is working with KAR for,the outside areas as they are not intersted,, why would they be they have enough to do and enough on their,plates,,,,They,do,a good job too,

So when I told them my vision they laughed,,, Oh I am use to that, Haha, I can and so often laugh at myself too, ,
So,here it is,,, and please all who are willing to help support this please come to,the,next meeting,

FREE NEUTERING for all, Most important for,the local community, there are many student Vets here that are able to do,such for the training, This to me is the way FOREARD, !,

Not rounding up any dog found on the streets ,, culling them,, and keeping a few or many pups in bad compounds !,

I think that Lapta (which also incorporates Karisyaka) do not appear to have any compound or anywhere to house dogs - so WHAT is happening to the dogs it collects and takes away ?????
They are, apparently, taking any dogs they can catch including Tag dogs - noone knows if they are checking for microchips or doing anything at all apart from REMOVING them.

Please any Kibkom members if you can view Facebook please look at the Hope4PetsNorthCyprus page. We have members of the group feeding at the tip in Famagusta/ Photographs were taken this morning and another member has recognised dogs that have gone missing from her area. The dogs were in Malatya, she has her own photographs of them when she was feeding them. They are now at Magusa Yeliz tip. Am I right in thinking Malatya comes under the jurisdiction of the Lapta Belediyesi , if so this may be the answer to where all the rounded up dogs are ending up at. You only have to look at the pictures to see what a Hell hole it is for them.

Spider - when KAR say they are covering the Kyrenia area they do not just mean central Kyrenia. They do help in their own "Kyrenia boundary area" which covers for example Alsancak, Zeytinlik, Girne, Ozankoy, Catalkoy etc.
I had heard that other Belederes were willing/hoping to work with KAR in order to find a solution (in a humane way which is very important to KAR) to the problems that the Beledere now face with the new stray dog law.
Sadly it appears Lapta has chosen not to utilise KARs experience and/or help to deal with the situation (in a humane way) - hence KARs decision.

Just to say that Malatya is under Alsancak, and I have no idea what their policy is under the new law. Does anyone? Hopefully they will work with KAR AND USE kar'S EXPERIENCE AND EXPERTISE TO HELP THE MUNICI0PALITY . (sorry, caps stuck again. Must cut my finger nails I think!)
Referring back to Malatya, BBB - I am at a loss. Can you refer me to the Facebook entry. I can't find it, and living here would like to help if possible. I don'[t even know who the person is that 'lost' two dogs. Help!

The page on Facebook is Hope 4 Pets North Cyprus. Wendy and I are both members, basically it is people like us who cannot sit back and turn a blind eye to what is happening to the animals here, through no fault of their own. Members went to the tip at Magusa Yeliz, Famagusta after it was reported that animals were being literally dumped there and that they had no food, water, shelter etc: We then had a collection amongst ourselves of dog food and water and this was then taken back over there. There are people who live in that area who are now going in every morning giving the poor animals at least some sustenance. These people take photo's each morning, mainly to record how many more have appeared and also died, a lady recognised dogs that had suddenly disappeared from her area in Malatya. These were not her dogs but friendly street dogs that she used to stop and feed as so many others did. Now Malatya maybe under Alsancak but is that so far away from Lapta?
KAR have now said that they can no longer help animals in Lapta because the tagged dogs under the protection of Kar are being picked up by whoever and then disappearing!
The lady had taken her own photo's of the street dogs which she has sent to Facebook and there are the photo's from the tip this morning.
Anyone, look at them and make your own minds up!
