If you need one for work do you now have to apply through the government portal as there seems to be a drop down list of sectors?

If you're not vaccinated does this mean you now have to queue and take your chance? Again nothing is clear. My friend has been 3 times in 2 days and no kits left by 11.30 on last attempt.
